Severity is derived automatically from the offence code; manual change requires justification (F05.05.17). Safeguarding cases mask identities. SHA-256 hash chain per case; a periodic verifier flags integrity alerts. Blobs are stored WORM (immutability policy, 10-year retention, MIME allowlist, EXIF strip). Versioning: supersede preserves the chain, retraction is marked, GDPR masking is added as an overlay — the original is never touched.

Enforcement & lifecycle

🚫 Automatic enforcement (F05.05.07): an active suspension blocks competition registration and licence checks everywhere — even in other federations (F05.05.12).
📣 Notifiering (F05.05.09): the decision goes to the reported party, the club, the organiser and the register simultaneously.
⏲ Livscykel-jobb (F05.05.24): appeal windows close automatically (5-min tick), sanctions go pending → active → expired (15-min tick).
🌱 Expiry & rehabilitation (F05.05.11): expired sanctions are marked rehabilitated and release the blocks automatically.
