Each federation is a standalone tenant. Status transitions (ACTIVE → SUSPENDED → EXPELLED …) are auditable with timestamped history. Cross-tenant exchange happens only via public APIs (licence verification, ITC, squad submission).

Self-service wizard — drafts are materialised into real districts, clubs and player profiles only at "Done". Validation respects the tenant's hierarchy depth (flat for Norway, ligue → comité for France).
