The flags are not inherited — only federation admins can turn them on/off, and every change is audit-logged with before/after values.

Merge nodes
Clubs and child nodes from the source node move to the target node; the source node is dissolved. Both changes are logged as a pair in the history.
Split node
Create a new sibling node and choose which clubs/child nodes move there. The reassignment is logged per club.
Move node
Choose a new parent. Tree depth and level rules are validated — an invalid move is rejected without changing anything.
The node's own subtree is hidden (cannot be moved under itself) · only active nodes are offered.
Dissolve node
Dissolution is a preserved state — the row and its history remain, but the node is hidden in
public views. There is no silent cascade: if the node has active children or memberships,
the dissolution is rejected.

Every federation chooses its own depth: Norway = 0 intermediate levels (clubs directly under the federation), Sweden/Germany = 1 (district),
France = 2 (ligue → comité). Names are localized per language. Changes to the register are validated atomically so depth and level types never drift apart.
