Competition notifications (draw, next match, results) are triggered by the competition engine; licence and ranking notifications by their respective domains. The member controls channels, frequency and quiet hours in the app — the federation only controls which types exist and their templates.

A hard bounce or complaint puts the address on the shared suppression list — blocks both transactional and marketing until lifted.

Engagement attribution: opened/clicked/bounced emails, webinar attendance, resource downloads and registrations are consumed from the notification pipe and aggregated idempotently into a weighted score per (federation, club, period). A low score = candidate for outreach support.
